When I focus on this for you, I get the sense that your situation with this person hasn’t been straightforward or easy. It feels as though there was a recent disconnect, where someone stopped communication (it looks like you may have been the one to withdraw or stop responding for a while) and this caused quite a bit of insecurity or anxiousness for the person you’re in love with.
It’s because of this insecurity I feel around them that the situation is so complicated and things are so unclear for you around their feelings and intentions. The guy you’re asking about is definitely hiding his feelings from you, and it seems to be because he believes that you’re either already happy, or that you have already found what you need romantically. He doesn’t seem to be the type to want to interfere with an existing relationship or with someone else’s happiness, so he chooses to keep quiet and not reveal much about what he feels for you.
I get the sense that you have been friends for a while, or that you’ve known one another a long time and you really are comfortable together and have a definite sense of closeness between you. But, he won’t compete for your affection, so if another love interest or current partner was the reason you distanced yourself for a while, you will most likely have to sort that out first, and make a firm decision regarding that connection before there’s hope of him revealing his feelings for you.
He doesn’t want to feel like he’s stealing you from someone else, and he also doesn’t want to risk competing and coming off second. So there are feelings there, but the reasons why he’s not felt able to express them have to be addressed first.
